Governor envisages a corruption free Arunachal

ITANAGAR, Nov 4: Corruption is becoming a serious challenge for all of us, said Governor (Retd) J J Singh while addressing the legislators on the second day of 5th Legislative Assembly today.

“I share the feeling of well-meaning citizens when they express pained concern about the decline of morals and ethics in public life” he said.

He said that government will tackle the menace of corruption and it will be addressed seriously. Every step will be taken to strengthen the people’s trust. Responsive and transparent administration, autonomy to investigating agencies and system-wise augmentation of efficiency will be the order of the day. The days are not very far, with transparency in the departments, the Right to information and conscious desire of Arunachalees, corruption, irregularity, red tapism and partiality, will be wiped out, he said.

Terming the legislators as core members of  Team Arunachal, he said “as the first citizen of the state, I firmly believe that each and every Arunachalee at this juncture wants a stable and performing government, and it is the responsibility of each of us to ensure that we perform, and we come upto the expectations of our people”.  

‘People First’ government will continue to accord the highest priorities to ensure maintenance of peace and tranquility in the State; to free the State from social injustice, ill health and inequality and promote education especially amongst the women and the girl child, he said.

“As peace is a pre-requisite for development, my government is maintaining utmost vigil on law and order. Along with modernization, focus is on strategies, strengthening deployment and on basic amenities to our brave personnel. My government will continue to be on high alert in effected areas and will ensure that our youth, our future are not allowed to go astray”.

As peace is a pre-requisite for development, political stability is of paramount importance for proper administration and implementation of developmental projects, he added.

One of the thrust areas of the government is education, which is a vital component for the development of every society. Attaching utmost importance to it and in order to ensure proper implementation of various programmes, the State government is weighing on the concept of communitization, he said. He advocated the sustained income generating activities for the common masses especially the youth and women even as the major projects make inroad in the state.

Meanwhile, Committee on Public Accounts, Committee on Estimates and Committee on Public Undertakings have been adopted in the assembly and election/ selection of the members will be held on last day of assembly session.

 

AAPSU protest at Chinese embassy, taken into custody

ITANAGAR, Nov 4: The All Arunachal Pradesh Student’s Union (A.A.P.S.U) in continuing with its protest against the Chinese claim over the state of Arunachal Pradesh today demonstrated in front of the Chinese embassy.

Five members of the Union were taken into custody at Chanakyapuri police station and held up for four (4) hours as they tried to break into the embassy premises.

Along with others, General Secretary Tujum Poym, vice president Nabam Tamar and spokesperson Tobom Dai, along with General Secretary Rajiv Gandhi Students Union Lingdum Taha, General Secretary All Tirap Students’ Union Noksa Saham were arrested. They were later released on personal bonds.

Some  200 students from different universities and colleges of the national capital took part at the protest rally.

Its President Takam Tatung while addressing the press persons at press club of India Raisina Road New Delhi told that the people of the state particularly the youths completely reject the Chinese claim and term it as just the figment of the Chinese leadership lustful thinking.

Tatung also attributed the Chinese claim to abject underdevelopment prevailing in the strategic located border state, which needs special attention from the central government.

The union while stepping up its protest a notch higher shall organize a candle light march at Jawaharlal Nehru University (J.N.U) campus tomorrow. They are likely to be joined by students from different countries of the world.

 

Lowandong elected Speaker with Taloh as deputy

ITANAGAR, Nov 4: Congress candidates Wanglin Lowangdong and Tapang Taloh were today elected to the posts of Speaker and Deputy Speaker of Arunachal Pradesh Legislative Assembly today.

Lowangdong and Taloh, elected to the assembly for second time, were declared elected unopposed.

Thanking all the members of the house for their unconditional support extended to him for the coveted post, Lowangdong assured to uphold dignity of the house and sought cooperation from all in delivering impartial duty in conduct of business in the house.

Deputy Speaker, Tapang Taloh while thanking the members assured to perform his duty sincerely.

Setong Sena, the outgoing Speaker was the first one to speak. Soft spoken and credited as one of the best speakers state has seen, Sena expressed the hope that the new Speaker would ensure a vibrant assembly with important questions and discussion. The Speaker is the judge and guardian to ensure that it does, he said.

 Chief Minister Dorjee Khandu, who along with representatives of all the parties escorted the new incumbents to their chairs, expressed the hope that Speaker and his deputy would take the house forward.

Laeta Umbrey of AITC suggested that sessions be prolonged to facilitate members to discuss issues at a length. He felt that sessions are of very short duration, which leaves little scope for covering all issues pertaining to the state.  

Minister Tako Dabi expressed the hope that members would put more effort to take part in the proceedings of the house.

Markio Tado of PPA asked the Speaker to ensure that members irrespective of party lines get chance express themselves.

The house witnessed  some tensed moments when Rajesh Tacho, a former deputy speaker recalled instances when party in power put pressure to bar some members from speaking.

Chief Minister Dorjee Khandu said that those days of dictations are over and that his government will never put any pressure on the chair of the speaker and deputy.

Former Speakers Chowna Mein and Tamiyo Taga and former Deputy Speakers C.C Singpho, Rajesh Tacho and Takar Marde with Minister Bosiram Siram besides legislators Ralom Borang, Nabam Rebia, Tapen Siga, Bamang Felix, Dr Tangor Tapak, Tani Loffa were among those who spoke.

RTI in Tawang

TAWANG, Nov 4: A two-day sensitization training programme on the Right to Information   Act, 2005 for the Panchayat Leaders of Tawang and Kitpi CD Block   was organized at Zomkhang ,Tawang on October 29 and 30 last. The   programme   was sponsored by the Administrative Training Institute, Govt. of Arunachal ,Naharlagun and conducted by the District Administration, Tawang informs an official report.

Speaking on the inaugural session, Chairperson Zilla Parishad Tsering Lhamu, stated that the Right to Information is a fundamental right for every citizen of the country and the legislation has empowered citizen to know about the transparency and accountability in the Govt. Offices.

The Course Director, Dr. Dilip Kumar Chutia, EAC cum APIO explained the objectives of the training and highlighted in brief the link of the right to information with the Constitution of India and requested the PRI members to be transparent in their public affairs as the Panchayat Raj Institutions are also under the purview of the said Act and anyone can file application. As many 21 PRI members and some Govt. Officers/officials participated the training.

 

 

Scholar for development to match with China

ITANAGAR, Oct 04: As a part of the weekly talk series, a lecture was organized in the Rajiv Gandhi University campus on Nov 4 on the topic “Understanding China: Redefining Sino- India relation” by Dr. Alka Acharya from the School of International studies, J.N.U, New Delhi. The talk was followed by a panel discussion on “Indo-China relations”.

In her deliverance Dr. Alka Acharya observed that the power race or supremacy in Asia is the points of conflict between two Asian giants. The good relationship between  India and China would  benefit mutually  and  not the War like that of the year -1962, should be the focus point, she said.

Emphasising on the food and energy security to match with China in terms of growth she further said that the strategic partnership is the need of the hour to bring people to people contact between the two Asian giants. If any grudge, it should be compromise through dialogue.

China has built the infrastructure along side the border, which should be the eye opener for the Indian side, she pointed out.  

Chinese has criticised the spiritual leader His Holiness Dalai Lama for the uprising in Tibet against their administration in that autonomous region, which may be  another reason for anger against India.

The talk was followed by panel discussion which was participated by the various political parties and other academicians.

Dr. Ashan Riddi, Associate Prof. Dept. of History and General Secretary, P P A opined that the Arunachal Pradesh was neither the part of India, nor the part of China but was historically an Independent land by itself.

While mentioning the on-going demonstration  being  staged by AAPSU in New Delhi in protest against China’s claim over Arunachal’s teritorry NESO secretary general Gumjum Haider appealed the media fraternity to disseminate good ideas to the common masses.

The govt. of India should involve the indigenous people of Arunachal Pradesh in the dialogue process with China for larger interest, said  BJP spokesperson cum general secretary Tai Tagak.

Stressing the need of the political consciences, Tagak also advocated for a state level coordination committee on the issue.

Taking the discussion into a new dimension, former minister T L Rajkumar pointed out the visa controversy with Arunachalees while visiting a neighbouring  country. No history or folk lore tell that the state was a part of China, he asserted.

Arunachal Citizen Rights chairman Bamang Anthony also spoke on the occasion. The Event was organized by DSW, Dr. Nani Bath and the panel discussion was moderated by Prof. P.K. Panigrahi, Dept. of Political Science. Rajiv Gandhi University lecturers and the students also attended the programme. (Reported by the mass communication students, RGU)

 

Students serve ultimatum to DC

ANINI, Nov 4: Students Union of Government Higher Secondary School, Anini has served 20 (twenty) days ultimatum to the district Authority to address the shortage of subjects teachers and posting of a regular principal, while threatening to close down academic sessions of schools including all the commercial institutions in Dibang Valley district.

Student body’s General Secretary, Gukhu Mega in his ultimatum submitted to Deputy Commissioner, Anini alleged that no concrete steps were taken till today despite repeated appeal made to the higher authorities.

 He also alleged that those reliever teachers who were posted to Anini are camping at Lower Dibang Valley district without reporting to their original place of postings.

Castigating the lackadaisical attitude of concern authority, G S, Mega disclosed that the Government Higher Secondary School, Anini has been functioning without a regular Principal for last many years and facing shortage of subject teachers particularly for English, Science and mathematics that had badly hit the academic sessions as a result students are not doing well in board exams. Art of Living to hold free Yoga camp

ITANAGAR, Nov 4: The Art of Living has started a free yoga camp for the benefit of the people of Itanagar. The one-hour session is being held every morning from 6 am at the Art of Living Centre in H Sector, Itanagar.

Every morning, trained instructors of the Art of Living teach basic yoga, pranayama and meditation along with tips on healthy and stress-free living. Rishab gets national scholarship

ITANAGAR, Nov 04: Risabh Dagra a class IX students of KV No-I, Naharlagun has been awarded national scholarship by National Council of Educational Research and Training (NCERT), under the ministry of Human Resource Development, Government of India.

The scholar ship will be given to him up to the PhD level education.

Meanwhile, the Staff and students of KV No –I congratulated Risabh on his success.

 

Rector Major of Don Bosco Society in north east

Itanagar, Nov 4: The Rector Major of the Don Bosco International Society has arrived in Dimapur on a weeklong tour of India and the North East.   Civil and religious heads at Dimapur airport received very Rev. Fr. Pascual Chavez SDB., this afternoon amidst the cheers and applause of crowds of young people from the various Don Bosco institutions of Nagaland, Manipur, Assam and Arunachal Pradesh.  

Chavez who is the Executive head of the Don Bosco International Society guides and directs Don Bosco institutions in 122 countries the world over.  

During his visit to Dimapur and Guwahati he will meet hosts of young people from the various North Eastern states and be the Chief Guest at the Golden Jubilee Celebrations of St. Anthony’s College Shillong.  He will also dedicate the Basilica of Don Bosco at Cherapunjee and lay the foundation stone of Don Bosco University at Guwahati.  The Rector Major will also interact with the members of the newly formed Don Bosco Alumni, Itanagar at Don Bosco Provincial Headquarters at Dimapur on 6th November.

The objective of observing Vigilance Week is to remind oneself of maintaining probity in public life, creation of awareness among the employees about transparency, accountability, fair play , objectivity and need for timely response in official dealings. Badminton

ITANAGAR, Nov 4: Laa Talar of Arunachal Pradesh is participating in the 34th Junior National Badminton Championship which began at Mundya, Bangalore on November one. He is taking part in both boys singles and doubles under 19 category.

Earlier, Talar and his doubles partner M Sai Tanuj reached quarterfinal in All India Sub-junior Ranking competition held in Jaipur in October while Jokom Ribya won silver medal in doubles and reached quarterfinal in singles event in the competition.

 

Biodiversity conservation through community based natural resource management

ITANAGAR, Nov 4: The first piglet distribution programme among beneficiaries of GOI-UNDPCCF-II Project  entitled “Biodiversity conservation through community based natural resource management in Arunachal Pradesh “, which is being implemented by GB Pant Institute of Himalayan Environment and Development, North East Unit, Itanagar was held yesterday,  at Ziro Valley.

The project is being implemented at Tawang-West Kameng Biosphere Reserve (proposed) and at Apatani plateau, which is proposed for World Heritage Site.

Inaugurating the programme, attended by 100 participants that include villagers, government officials and others, Deputy Commissioner of Lower Subansiri district Sadhana Deori said that the project has befitting objectives to conserve the rich biodiversity of the Ziro valley. She appealed to all the members of VBCCs and  villagers to heartily participate in the project and ensure complete fulfillment of its objectives, therefore, conserving biodiversity. Sixty piglets were distributed among beneficiaries identified by the Village Biodiversity Conservation Councils constituted under this project in project villages.

Appraising the participants of the programme about the objectives of the project the Scientist Incharge of the Institute, Dr. P.K. Samal said that biodiversity conservation approaches do not work in isolation of traditional communities inhabiting along the forest fringes.  Keeping this in view,  the Institute has evolved an integrated approach in order to conserve the  rich biodiversity of the state through community participation. He reiterated that Arunachal Pradesh is India's biological frontier; arguably the biologically richest region in the country. Located in the Eastern Himalayan biodiversity hotspot and recently designated as a globally important endemic bird area, it is one among the 200 globally important eco-regions. The state harbours more than 23.5% of flowering plants reported in Indian sub-continent, i.e., about 5000 plant species that include 500 spp. of medicinal plants. However, in the recent past under various factors including population pressure, the rich biodiversity of the state is threatened. In order to arrest this problem and conserve the state’s rich biodiversity, the Institute through this project is trying to address critical issues like hunting, shifting cultivation, alternative livelihood and community wellbeing.  Under development of alternative livelihood options, the Institute has been promoting piggery, pisciculture, large scale cultivation of Medicinal and aromatic plants and horticultural crops.

Rubu Buker, Chairperson, Nature Care and Disaster Management Society, Ziro informed the participants that NCADMS is a Partner organization in the implementation of this project. The society is working in collaboration with GB Pant institute in fulfilling the project objectives.

Mihin Dollo, the Project Manager, UNDP Project, while thanking the participants urged them to fully cooperate in this noble cause of environmental conservation.

 

Mehra take charge as GM

ITANAGAR, Nov 4: Rajeev N. Mehra has assumed charge as General Manager, Network-I of State Bank of India, North Eastern Circle on Oct 26 . The Network covers the States of Assam and Arunachal Pradesh.

An M.Sc. from the University of Delhi and an MBA (Marketing and Advertising) from FMS, University of Delhi, Mehra joined State Bank of India as a Probationary Officer in 1977 and has served the Bank in several important capacities in India and abroad which includes an assignment at the Bank’s London Office and as DGM, Industrial Finance Branch, Indore and DGM, Overseas Branch, Mumbai. He was also instrumental in creation of Mid-Corporate Group of the Bank while he was DGM, Mid-Corporate Group, Corporate Centre, Mumbai.

Prior to assuming charge as the General Manager, Network-I, Mehra was serving as the General Manager, Network-II in the N.E. Circle covering the States of Meghalaya, Mizoram, Manipur, Nagaland and Tripura.

 

Review meet on CSS

Changlang, Nov 4: A review meeting among the District Level Monitoring Committee on Centrally Sponsored Scheme (CSS) was held here at Changlang today under the Chairmanship of Dr S B Deepak Kumar, IAS, Deputy Commissioner, Changlang.

The meeting was attended by 21 members including the ZPMs, Administrative Officers, EEs & AEs of different working Departments of Changlang district.

Deputy Commissioner-cum-Chairman District Level Monitoring Committee, Changlang Dr S B Deepak Kumar, informed the house that the meeting amongst the committee should have been convened in every three months on CSS but due to the Assembly Election held recently, the same could not be followed at time. He urged upon the PR leaders to keep vigil and monitor the project works in theie area  properly to ensure the completion of work on time.

While responding to a point raised by Zilla Parisad Chairperson J Jugli, he ensured that a copy of works undertaken under CSS would be provided to all the ZPMs, department wise, ten days before the fixation of the date of meeting.

J Jugli stressed that a copy with detailed list of all the work undertaken must be provided to all the ZPMs prior to the meeting so as to enable them to take active role in implementation and also appraise the shortcomings in such meeting.

The working departments presented the progress, status, etc of the works implemented by them under Centrally Sponsored Scheme under NLCPR, SPA, ACA, NEC, RIDF, PM’s Package & PMGSY. (DIPRO)

 

 

Yeshi Tsering appointed Principal Secretary to CM

NAHARLAGUN:  Yeshi Tsering, IAS has been appointed as the Principal Secretary to the Chief Minister with additional charges of PWD, UD, Geology & Mining and Social Welfare until further orders.

Tsering shall also continue to hold the charge of the Chief Electoral Officer, Arunachal Pradesh.

Commissioners Otem Dai, and M. Pertin and Secretary Bandhana Deori stand relieved from the charges of the departments of PWD, Geology & Mining, Social Welfare and UD, according to an official order. (DIPR)

 

DC declares Bandh illegal

ITANAGAR: District Magistrate, Itanagar Capital Complex Padmini Singla declared the proposed Bandh call given by All Arunachal Pradesh Students’ Union (AAPSU) and Arunachal Law Students’ Union (ALSU) on November 6 as unlawful and illegal.

She further urged AAPSU and ALSU to abstain from any act that may affect right, liberty, safety and security of common citizen.

 

Church constructs teachers’ quarters  

ITANAGAR: The members from different sect of churches recently conducted social service at government middle school Tani Happa under Bokoriang-II panchayat of Sagalee circle. Social service was organized by Techi Papa, headmaster in charge of school. As part of the social service work, four OBT teachers quarter were constructed and extension of two classrooms was carried out. The school authority has thanked all the members of church for their contribution and look forward for more co-operations from them in the near future.

 

ATA attends meet at Mumbai

ITANAGAR: Recently general council meeting of All India Federation of Teachers Organizations was held at Mumbai. In the meeting Arunachal Teachers Associations was represented by president of associations Likha Vidha, Secretary General Jumnee Rina and the convener.

During the meet, a presentation on topic “Exemption of teachers from non-teaching duties including elections” was made and participants extensively debated about topic. The association decided to take up this issue with authority throughout the country, as they believe students study should not be sacrificed in the name of upholding democracy.

My dream of a visionary leader in Arunachal Pradesh

 

Dear Editor,

Arunachal Pradesh today needs a visionary leader, a leader who considers his task to get his people from where they are to where they have never been. Quite simply, we need to look for a leader who can strive to help liberate the fullness of his people’s talents while he pursues a vision. And one of the things he needs to work the hardest is to develop an ability to be present based but future focused as well. A great leader needs to master the twin skills of managing the present while at the same time, inventing the future.

He must create, shape and nurture a new blueprint for the future.

Everyone says we are so fortunate to live in this age of information. But what must people fail to appreciate is that information alone is not power. Power and competitive advantage come only when sound information is decisively acted upon. The Right to Information Act is there in front of you. Unless you use it to contain underhand dealings, it is useless to talk of the growing corrupt system in our society. Can you think of anyone in this state who is truly committed to implement this Act in toto? The answer is positively a big NO.

A visionary leader ought to see himself as liberator rather than limiters of human talents; his priority is to develop his people’s potential. Every single person on this planet has a deeply felt desire to expand and improve as a person. We need a leader who could sincerely dedicate himself to liberating rather than stifling the talents of the people under his leadership. The bottom line is simply this: people who feel superb about themselves generate superb results. This leadership truth has stood the test of time. Never neglect it.

The bitter truth about Arunachal Politics is that most leaders have never offered their people opportunities to test and liberate the energies within them. Rather than showing them what success looks like and then letting them use their creativity and resourcefulness to get there, the vast majority of leaders micromanage and dictate the path to be followed at every step of the way. They treat their team members as children, as if they are absolutely incapable of independent thought. Infact, he is a true leader who produces leaders, not followers.  

Over time, this type of leadership has stifled imagination, energy and spirit. Today we lack innovation, productivity and performance. ‘Leaders should lead as far as they can and then vanish,’ wrote H. G. Wells. ‘Their ashes should not chalk the fire they have lit’.

So allow your people to flourish as they work toward your shared vision. Visionary leader has the wisdom to push his people up rather than keep them down.  “Two things are bad for the heart – running uphill and running down people”.

‘The unhappiness, unease and unrest in the world today are caused by people living far below their capacity’. So a visionary leader measures his success not by the extent of his power, but by how many lives he touches, how many lives he transforms and by the number of people he empowers.

Today we are at the crossroads where we have to urgently decide on our future. Let us decide that we shall live for our poorer brothers and sisters and in the process we shall be regarded as noble hearted and humanised as we deserve to be. Let us seek for such potential leadership which may help us on our path to glory and not condemn us to the dustbins in the history of mankind. Let there be a day when small children are taken to a poverty museum like a science museum where they shiver at the plight of the way people used to live in the last millennium. We need a Dream. A vision. A great Arunachal Dream.

Baseless Allegations

 

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of the state president of the Nationalist Congress Party towards the development that took place prior to the recently concluded assembly election.

Despite allotment of party ticket for Mukto assembly constituency, I could not live up to the great expectations of the people.  I could not file nominations despite having done extensive campaign and won hearts and minds of people due to some compulsions (local in nature) and in the interest of the district which outweighed any other priority. I deeply regret having failed to live up to the party’s expectation despite people’s support.

Regarding the rumours making round the political circle  alleging that I have backed out by accepting money, I would like to clarify that the allegations are purely figments of imagination of some vested interests who are trying to malign my clean image and destroy the credibility of the party. There is no iota of truth in it, the state party president may constitute an enquiry committee to unravel the truth.

However, accepting moral responsibility for dismal electoral performance in Tawang district, I do hereby tender my resignation from the post of district party president.
